Biodiversity is a fundamental pillar of ecosystem stability, human well-being, and economic resilience. Yet, like elsewhere in Europe, biodiversity in Luxembourg has been declining for decades under increasing pressure from land-use change, urbanisation, agricultural intensification, pollution and climate change.
Responding to this challenge requires robust, long-term data on the conservation status of species and health of ecosystems. However, such data have historically been scarce, limiting the ability to assess trends over time.

Recognising this gap, the Luxembourg government identified structured biodiversity monitoring as a national priority as early as 2008. A coordinated surveillance system was established and entrusted to national research actors, with financial support from the Ministry of the Environment, Climate and Biodiversity (MECB).
Since 2010, this effort has evolved into a national, long-term monitoring framework designed to systematically track biodiversity across the country. It underpins Luxembourg’s capacity to assess ecosystem health, identify emerging threats, and meet European conservation obligations.
This project constitutes Luxembourg’s flagship biodiversity monitoring programme – an integrated, nationwide system combining complementary surveillance approaches.
The framework is built on two interconnected components:

The programme relies on harmonized field methods, statistically robust sampling strategies, and dedicated digital infrastructures for data collection and management. This ensures consistency over time and enables integration across taxa and habitats.
Designed as a long-term and adaptive system, it continuously evolves to incorporate new scientific methods and monitoring needs. It also serves as a central backbone for research activities, supporting the development of innovative tools and complementary monitoring schemes.

This programme provides a nationwide framework for long-term biodiversity monitoring, delivering the continuous and standardized time series needed to track changes in species and habitats across Luxembourg.
Scientifically, these datasets form the foundation for robust biodiversity indicators, enabling the analysis of trends, detection of declines, and improved understanding of ecosystem dynamics. They directly support the development of national indicators reflecting biodiversity change – such as those compiled in the national “biodiversity dashboard” produced by the STATEC, which brings together several indicators to assess the state and trends of biodiversity in Luxembourg.
At the policy level, the programme underpins national and European reporting obligations and contributes to evidence-based conservation strategies. By providing harmonized, long-term data, it supports the evaluation of policy effectiveness, informs decision-making, and serves as a reference framework for research and applied monitoring. As the time series grow, it further strengthens Luxembourg’s capacity to assess biodiversity change, anticipate environmental risks, and guide conservation actions at both national and European scales.
