REACH&CLP Helpdesk Luxembourg

Inspiration

Companies affected by the two main EU chemicals regulations, REACH (Regulation (EC) No 1907/2006) and CLP (Regulation (EC) No 1272/2008), face to several significant challenges. Under REACH, businesses often face high compliance requirements as registration of substances, data generation, etc., particularly for SMEs with limited resources. The complexity of supply chain communication with the Safety Datasheets and the need to track substances of very high concern (SVHCs) also create problems. In parallel, the CLP Regulation poses challenges related to the accurate classification of substances and mixtures, the continuous adaptation to harmonized classifications and the updating of labels. Together, REACH and CLP require constant regulatory monitoring, technical expertise, and coordination across the supply chain, which companies frequently identify as demanding in terms of time, cost, and organizational capacity.

Innovation

According to the REACH Regulation (Article 124) and the CLP Regulation (Article 44) every Member State shall establish a national helpdesk. In Luxembourg, the REACH&CLP Helpdesk is run by LIST on behalf of the Ministry of the Economy and the Ministry of the Environment, Climate and Biodiversity.

The REACH&CLP Helpdesk is the national enquiry point for manufacturers, importers and downstream users of chemical substances. It offers Luxembourgish companies information and advice on the implementation of REACH and CLP and helps them with their questions on registration, evaluation, authorisation and restriction and the classification, labelling and packaging of substances and mixtures. The REACH&CLP Helpdesk assists companies in complying with their duties under REACH and CLP through the provision of information on our website, through information events and with advice via email and the telephone.

In parallel, the REACH&CLP Helpdesk is part of the European network of national helpdesks (HelpNet) which includes the REACH and CLP helpdesks of the European Union Member States and of the European Chemicals Agency (ECHA). The result of this cooperation is the achievement of a common understanding on the legal requirements under the chemicals regulations and the provision of consistent and harmonised advice to stakeholders.

Impact

As a service to companies, the REACH&CLP Helpdesk Luxembourg is the first contact point for questions related to REACH, CLP, and POPs (Persistent Organic Pollutants) related question and around 120 requests are received per year.
The second main role of the Helpdesk is to raise awareness among companies about their legal obligations and to inform them of any new regulatory requirements. To do this, the Helpdesk:

  • Shares information through two websites (reach.lu and pop-chemicals.lu) and two newsletters (monthly newsletter and SVHC Alert)
  • Disseminates information though social media (Chemicals&environment LinkedIn page and YouTube channel – in common with Betriber&Emwelt platform)
  • Organizes awareness-raising events/webinars

As additional support, the Helpdesk created a tool called “EnReach - Enabling you to comply with REACH”. This is an online tool which is aimed primarily at SMEs, creating an inventory of chemicals products available in their company and enabling them to identify critical substances and potential regulatory obligations under the REACH and CLP regulations.
