Assessment of the added value of the CAMS air quality products for Luxembourg

Inspiration

Despite the significant potential of air quality data provided by the Copernicus Atmosphere Monitoring Service (CAMS), its adoption in Luxembourg has been limited by challenges in adapting it to national requirements. However, this data remains a valuable resource for stakeholders, providing essential insights into air pollution trends and their impact on public health and the environment. By enabling a rigorous assessment of both short- and long-term impacts of air pollution, CAMS data supports evidence-based decision-making, helping authorities develop more effective environmental regulations and health policies.

Innovation

The SCALER project aims to enhance access to CAMS data and tailor it to Luxembourg’s specific needs. The project team will address this challenge and facilitate the increased adoption and integration of CAMS data by the relevant stakeholders by creating a new data platform and decision-support system and customizing it to Luxembourgish requirements. CAMS reanalysis and forecast products will be benchmarked at the national level by assessing their reliability and usefulness for Luxembourg compared to national in-situ measurements. This will allow the detection of persistent pollution hot spots, the tracking of cross-border pollution events and natural sources, and the assessment of the influence of long-range pollutant transport into Luxembourg. The new decision-support system will be implemented based on three use cases tailored to different administrations and research domains in Luxembourg targeting the health, forest and environmental sectors.

Impact

Users will be able to assess risks based on metrics derived from both short-term (forecast) and long-term (reanalysis) data, allowing for better environmental planning. The decision-support system will also allow the analysis of regional differences within Luxembourg, as well as long-term trends in air quality, helping national agencies implement more informed environmental policies and health reports. The new system will support a culture of data-driven governance, improving transparency, e.g. in the creation of detailed reports that inform stakeholders about progress in air pollution reduction measures, while simultaneously identifying areas where additional mitigation measures must be implemented.
